Integration through Crisis, Integration through Learning: Causal Paths in the EU

Abstract
The concept of crisis often appears as key causal driver in the mechanisms of integration. The crisis is an opportunity for changing the rhythm and scope of integration. And learning is connected to this causal explanation because the lessons drawn from a crisis generate processes of learning. Without learning, it is indeed impossible to argue that the EU integrates via crisis. In turn, learning can be more or less functional, as shown by the "failing forward" school of integration, meaning that the EU can also integrate in "wrong ways". In this annual lecture, we go back to the basics and ask how to model policy learning in rigorous ways. We will then build on the analytical foundations and make the claim that the trajectory of integration depends on how the EU learn from one crisis and enters the next. The claim will be supported by examples from the financial crisis, the Covid crisis and the recent security crisis. The lecture draws on work under way with Dr Jonathan Kamkhaji, Politecnico di Milano.
